Approval, disbursement and impact answer different questions. An announcement of financing does not itself demonstrate that households received support or that a reform achieved its stated goals.
Questions for follow-up reporting
The next documents to seek are disbursement records, budget execution reports and independently assessed results. Coverage should compare the stated objectives with measurable outcomes, and distinguish the lender’s assessment from independent evidence.
